What by definition is the difference between Access Control and Secure Configuration

Access control is about making sure that only authorised people can access your systems and data.  Secure configuration is about making sure that all the computers your users are working on have been set up in a sensible manner, with any insecure features such as ‘autorun’ disabled or removed.
